For me this is unsolvable issue.
The fact is that in my country the pirates and ninjas usually cooperate closely with the government and as a rule they enjoy friendly relationships with both the government and among themselves.

Ninjas are trained killers. Pirates have strength in numbers, but less training and not as much incentive to kill. They're really just sea robbers. Obviously they could and do kill every now and again, but in a one on one? Ninjas.

In battle, I'm almost certain that ninjas would win, but personally I'd like it if they didn't fight because I'm kind of fond of both of them.

Also in my first post here I was alluding to the fact that real ninjas would disguise themselves as pirates. Ninjas as the media portrays them wearing all black virtually never existed.
